I have a little concern about the arrival of prisionners. I bounded normal security and high security zones. I still have four free cells in normal security and 4 high security, yet we still sending me 6 in normal security and 2 high security. with this problem I find myself with prisionniers pending. Is there a patch or a tip for the number of prisionier come according to their assigned cell?

Yes... Sadly this is how it works. most you can do is adjusting the rates to your needs. I wish that the devs adjusted the fill capacity to the zones designed.

currently there is no way to fill to capacity based on security level ... hopefully we will see this added in a future patch
