The game wont start/ Cant find Preference.txt

Hi
i bought the game on steam and when i run the game, the game wont start
Ive tried to verify, reinstall and safe mode still no luck

When i open the debug txt it says the game failed to find Preference.txt
and when i look at the folder, theres no preference file
Where can i download preference.txt file?

My Specs are

Windows 7
HD 7970m
