When do you permanently lock someone down?

We all have troublesome prisoners, but when do you draw the line? In my case, I lock protected inmates who keep on getting attacked.

i build a seperate building for the protected.

i think i would an extremely volatile exlaw/snitch put at perm lockdown.

I often put someone who has committed many murders in my prison in permeant lockdown so that they don't hurt anyone anymore. If I ever get a legendary then he automatically goes to lockdown. Just make sure you have a shower, bed, toilet, tv, and weight bench, in the room or else they get upset. I recommend a lv 10 cell if you don't want to deal with them anymore.

You could add a Prayer Mat to the list of amenities.
