Hi,
Since Alpha 35 came out, I started a new prison. I'm now up to 270 prisonners, I have 12 red, 10 green and 12 blue gang members, 2 legendary but not gang members, probably few already get released. 30h of gameplay and didn't seen any gang leader.
Is anyone experiencing this?

By the way, didn't noticed Cop Killer before, and it is awesomely more challenging than dealing with snitch, thanks a lot !

I think that gang leaders are extremely rare. I haven't even taken a legendary prisoner in my prison.

Same with me. Past game day 100, over 300 prisoners, at least two legendary prisoners in the general prison population (not in supermax). No gang leaders.
After watching the release video, I figured that a legendary would become a gang leader right away. I'm not sure if it's just rare, or it's broken.

I finally decided to manually change it in the saved file to get my gang leaders ....
search and replace 'soldier' to 'leader' . Do it once for each of the gangs 2,3, and 4

I've got one. I didn't want him either...
Gang 4's (Blue gang) leader came in on death row, I prayed that he didn't get parole.
The next day, the Gang 2's (Red gang) leader shows up on the next bus in. It's a perfect storm.
Red Gang's leader was huge, and had some nasty traits about him. But he wasn't on Death row.
After a few days, the red gang got a few more members, and the blue's leader gets paroled off...
Great.

Chaos over territory commences, the next few days my spotless and well kept prison has been turned into a battlefield.
I had only about 5 armed guards before. I now have 30.
A warning to all, they come quick, and they have no mercy.

I think one really has to redesign prisons to deal with gangs.
Putting security rooms adjacent to both yards and common rooms get you an advantage, because guards that just sit passively in front of CCTV monitors or door controls in these rooms count towards your security force in all neighboring valuable areas. Kind of synergy.
Also, I whereas previously I had multiple small yards, I connected them where possible. Larger yards with more objects require a greater gang force to take over, which is what you want to prevent in the first place. You can still separate them with walls and doors, so in case of riots or larger fights you can divide the prisoners' force.
In my current prison, I don't have gang leaders yet. But I think I'm pretty well prepared:

I would say that 1 - 3 guard prisoner ratio is very overkill, But as soon as you get gang leaders it probably won't be. You still don't have enough guards to stop a gang from controlling the yard. Promote some to leaders and see what happens.

Well, I estimate the white line in that last screenshot is at 40 members. According to the intro video for A35, it needs an overwhelming force to take over an area, so that might be 60 soldiers? My whole max sec capacity is 120 and at any time only occupied by 110 (unless some med sec inmates get promoted to max sec). With three gangs it looks improbable that one of them recruits more than half of the max sec inmates. But who knows!
I guess they'd first try to capture the common rooms (that requires much less force). Is it possible to mark a room as "staff only" when it's controlled by a gang?

For a livestream I did last saturday, I had to learn how to cheat them in by editing the savefile but I doubt that is how it's supposed to be, right?
