Bookshelf >> Should be used for Literacy

This may have been mentioned before, but can we please get the bookshelf to help with literacy. I have a legendary character permanently locked to his room. He has a phone in there for family need, but always has a literacy problem. I put a bookshelf in his cell, but he never uses it for his literacy need. This should be resolved.

apparently the library is supposed to be able to help.. but i'm not sure if books are delivered to him (ie like mailroom/laundry) or he needs to go and get them ???
