Arrived prisoners were not takes to the cells

Hello everybody,
could you please review my save if it is possible?

New prisoners arrived, but my guard didn't take them to cell...
I have free cells and free solitaries...

I'm guessing that you've already solved your problem, but if you haven't then you should know that nobody has been able to help you because they don't have permission to access those files.

First, make holding cell. And add many beds to that.

Second, check policy tab. If 'found luxuries' has no punishment, add some punishment.

Last, give some punishments to those prisoners who were not be taken to their cells.

After that, maybe guards will move...

In most cases your guards are to busy. If u assigned set them to more station/patrols/utility tgen u have guards they haven't the time to escorts your prisoner's to cell or solitary
