As the title says. I really cannot understand how the "relative levels" are calculated.
What I want to do is to be able to understand this system so that I can calculate the number of cells of each quality that I need to get the results I want.
In my testing, I reached a point where when I upgraded one "2" cell to a "3" cell, "3" cells were suddenly downgraded from "Above Average" to "Average".
So I calculated the average quality, and I saw that upgrading that last cell increased the average from 1.49 to 1.50.

So if anybody can help to explain this, it would be great.
I hope, that the tool-tip is more general and that the actual in-game happiness calculations are more granular and not set up with some arbitrary limits or ratios.
