Need Cleaning

I'm new to the game and my prison is filthy. I see an indication for "Need Cleaning," but I can't figure out how to accomplish getting the prison cleaned. Help?

You'll need janitors to clean your prison, which have to be researched by a foreman, who in turn must be researched by a warden. This all takes place in the Bureaucracy menu, which you can access by clicking on the little warden head at the top left of your screen.

You can also research Prison Labor and assign prisoners to the cleaning closet. It's still good to have a couple of janitors though to clean staff only areas.
