That ruler like thing represents the 24hrs of the day.
By default the boxes beneath the hrs are empty and thus represent the default deployment schedule.
Now if for example you decide that at launch time you want to increase guards at the canteen you can create a new deployment schedule by clicking the boxes beneath the lunch time.
Later on if you want to increase your guards at the yard you will again click at the appropriate boxes but choose a different color - number.

That's pretty much it.

It took me while to figure it out too. I think it would be better to have an option for scheduling each individual guard as well. It works like this, for example, if lunch is at 12 just click under 12 and it will put a number, it goes all the way to 6 or 9, just pick one. then (here is what no one tells you) left click and hold on the white time peg and drag to the desired number on the time scale (it will change to a red peg). Now you can assign guards to stations and patrols during that time. For another time slot pick a different color/number, rinse and repeat. I hope this helps a lot of people who were lost like me.

Yeah, this is a 'known' issue, I see you already made a ticket on the bug tracker. Just FYI, here is another mention on the bugtracker.

Yes Komato,

I just figured this out too yesterday. The scheduler forgets the deployment scheme you have created after you save and load the game again.
The patrols are still there but it forgets the guard distribution.
This must be a bug.

Sorry to necro this thread, but the deployment schedule is extremely confusing due to the UI elements and no tooltips with examples.

I'd go so far as to say that a tutorial is really needed for this if the UI how it functions isn't cleaned up. Haven't played since Alpha 12 or 13 and while this is great, what guard is assigned extra to what area during what time needs much better explanations for the novice.

I will, and shouldn't have to, review Alpha 28 video to understand how a system like this works. Thanks for listening.

I registered to mention that whilst i'm really enjoying the game I find the deployment schedule extremely difficult to understand and to get running quickly and perhaps efficiently as well. I'm a fairly dense person, so you'll have to forgive me. I think ideally for me, it would be nice if you could work everything on a guard by guard basis by being able to select where you want them and for how long. This would enable you to micromanage tiredness as well. You could even perhaps implement this for cooks, janitors and so on as well. Being relatively new to the game everything has been simple to pick up and understand intuitively, but the deployment system seems overly complex. Maybe I am having a hard time understanding the difference between the patrols and the regular ones, but it's all really confusing overall for me. Just my 2p like.

My main issue with DS is that guards have to switch even when there are on the same spot yet on another schedule that is right after first one. By the time another one reaches desired station, prisoners have pretty much gone though the tight spot. This is the main issue with dog patrols.

Also, time needed for them to reach the station (not even mentioning AI which will designate kennel too far away) makes things even worse. I usually have to designate 1 hour earlier, so that they are on right spot; followed by 1 hour that needs dog patrol at exact spot, followed by 1 hour so that I make sure all prisoners get sniffed. By that time 3 hours have passed and patrols have to switch which again makes patrol post empty.

One of the solutions would be to program post deployment 15 minutes before you need them. So that when regime switches to another slot, patrols are already there. (given that 15 minutes is enough for them to reach the station)
