supression and roads

Hi there.

1) What is the effect of suppresion status? I have it on almost all the prisoners due to armed guards patrolling the prison. As i understand they slow down, anything else? Does it affect participation in programs?
2) I couldnt manage to create a workable extension of road, is it possible? I've made the road crossing the initial one, put new delivery and garbage zones near, but nothing happens with them, cars ignore them. Is there any sense now in these road tiles and road-block sign?

In response to your two questions:
(1) It slows prisoners down, keeps them from rioting, reduces their desire to work or participate in reform programs, and has an effect on how likely they are to reoffend.
(2) The road cannot be extended.

Road DOES make a pretty god prison yard track tho.
