Hi,
I'm not sure if this is a known issue, but I've experienced it for quite some time in a number of prisons now.
When starting out, I build only a holding cell, to get the first prisoners somewhere. Then, once they are in, I build a cell block. New prisoners arriving will be put into the cell block, and I have space for more, but the prisoners from day 1 will keep on going back to the holding cell, and getting more and more stressed from lack of privacy etc, even though there are perfectly good empty cells available for them.
Is this something others have found?

It sounds like you are encountering a bug that has apparently been around for a while now. I think you should be able to workaround this by de-zoning and then re-zoning the holding cell. Once de-zoned, the prisoners should be taken to their cells I think. I don't recall if this is needed for every batch of new prisoners or just the first ones.

I'm dealing with the same issue.
You can solve it by left clicking a prisoner and then right click on an empty cell. Guards will escort the new prisoners to their new cell.

You could also select the "Rooms" tab and delete the holding cell as a "holding cell" and maybe it could re-route them to their new cells.
