Hi
I encountered the problem, that more prisoners are released than I aquire per day. This means that my fill rate dropped below 60% now with 224 prison cells but below 140 prisoners. Is there any way I can increase the daily shipment of new prisoners?

No, but you can accept higher risk prisoners, who tend to have longer sentences.

It should be possible to get 1000 prisoners completely legitimately by accepting only high risk prisoners. Their sentences should be long enough.

All high security prisons is the best bet as was said. Perhaps I've had some bad luck with prisoner sentences amongst my populations, but I usually hit the critical point where incoming and outgoing is a wash way before some of these numbers.
In Alpha-13, the following change was made:
This was a step in the right direction, but as performance improvements are made, I'm hopeful they'll keep increasing the game-time to sentence-time ratio.
Otherwise those really large prisons out there were probably created by manually increasing the prisoner intake for a couple consecutive days.

Maybe should, but I am quite sure, this is not possible, it is already very hard to have 500 with highsec only. You will get around 150 with normal and no clue where the cap might be with lowsec.

I don't think so. I believe that the number that arrive each day should be somewhat randomized.

The larger maps have higher randomized prisoner arrivals. Twenty-nine sounds legitimate.

open your saved game in Notepad or Notepad++
Find: Intake.numPrisoners
You will see: Intake.numPrisoners *
(* being a number)
change the * to what ever number you want.
Save
Join game, and you will see the intake to the number you chose.

Getting 30 intakes every day will not fill your prison up to 1000, you will get hardly 300 with that.
