No prisoners arrive by mysterious obstacles

Hey, please help!
So I made a badass prison with all the goodies and made a shit ton of cells (132). The problem is that the prisoners don't arrive! When the timer runs out, the prisoners don't arrive. Instead, A new timer goes off and I get more prisoners to arrive. For example: I was waiting for 15 prisoners and when the timer ran out I needed to wait for 17 prisoners and it goes on and on. Any help?
P.S. I downgraded my PA to alpha 9 since my workmen were annoyingly dumb in alpha 10 and could not build a thing (I guess it's all because the devs probably messed up with their code when made a new riot code)

Did you delete your delivery zone?

As far as I can tell, he MUST have a road, and also a working delivery area, as his workers could build his "badass" prison. Unfortunately, that's the only suggestion I could think of, that his delivery area was not touching the road. To me, that seems like it CAN'T be the case, as his building process was not affected. Unless of course, as mentioned, he deleted it after completion of his prison. Then I guess it will just become a haven for squatters.

Hmm...curiouser and curiouser.

Show us a picture of them then, most problems with prisoner arrival not working correctly are because of faults made with the delivery area (yes, there are a lot of faults that you can make with it :P)
