Where is the Upgrade page?

Hi guys and gals
I was just wondering if someone would be able to post a link to where the upgrade page for upgrading to name in the game, which was mentioned in the last alpha video as currently im having a slight issue with finding it.

I don't suppose if anyone know if it comes with all the other perks of the name in the game tier, like darwinia and everything else or is it just name in the game?
