Prisoners driving past prison

I have a very bad problem! When I'm about to receive prisoners the truck carrying them drives straight past the prison... any ideas about whats going on? :?: :?: :?:

Is your delivery zone touching the road? If it isn't the truck is unable to find it and unload there.
