What is the workaround to stop prisoners coming?

If you remove the delivery room next to the road and build it somewhere else 'inland' prisoners wont come.

Can you re-set the prisoner intake if you rebuild a delivery room at the same spot next to the road?

You can edit the save file. Set EnabledIntake to false.
