Cannot finish Generator

I have all solar panels active. Power seems to be running from all 3 solar panel islands into the main genretaor with the couter (0). Yard portal is still inactive (engineers don't seem to be able or want /need? to activate it)

65 Gq energy objective remains at 0.

Garden, Containment & Mine are complete.
Yard is not accessable.
What am I missing?

You need to capture the control tower near the Generator.
