Not unless he does it by hand. The avatar space (I assume) is using max-width and max-height in the stylesheet. IE doesn't generally interpret those bits correctly, thus, hitm4n is seeing the full sized image, rather than one that is scaled down. I'm using Firefox on a Mac, and didn't notice an excessively large avatar...
Thus, as NeoThermic cannot alter the size of the image in the stylesheet or html (at least, not in a way that will work nicely on all browsers), if he were to shrink the image, he would have to download the avatar, shrink it, host it somewhere, and redirect Battlefrank's avatar. I don't imagine that he would want to do that.

Your avatar is resized using CSS (AFAIK). IE does not support all of CSS properly, including max-height and max-width. Thus, it is quite possible that someone using IE would see your avatar as being quite large.

I'm not one to use any power without asking first, but your avatar is too large. I'm asking you to resize it or, due to the support in this topic, I'll remove the avatar. You just can't link a 1280x1024, 245.08 KB avatar and expect everyone to swallow it.

yeah, after I did that pic I thought of some cooler/funier things I could of done with it but I went on to another picture. I actuatly though the Doom 3 one was the best I did but others felt otherwise.
Glad to see the picture's still floating around! I enjoyed the contest too... it intriduced me to Darwinia and let me tell you, it's a nice break from all the FPS's out there!
