How do you manually update trough steam?

So I bought Multiwinia trough steam, but when I try to play it trough steam it sticks to version 1.2.0. how do I manually update it too version 1.3.0.?
Strange, if you bought it through Steam it should only download the latest version.
Try right-click -> properties -> local files -> validate bla bla
