That could work in a single-player, first-person type of game, but not so well under multiplayer or high-level strategy. Perhaps this limitation is a clue as to what sort of game we can expect?
No, it would work better under multiplayer, since systems could be simulated per client, if two clients are looking at different bits of the city they each simulate that part of the city, if they're looking at the same then they swap data like a standard multiplayer game.
I doubt subversion is "high level" strategy, since there is no point simulating such low detail if that's the case.
