Death Row Issues

I have 4 inmates on Death Row, an Execution Room, and even a dedicated Parole room for Death Row Appeals, but when the Lawyer and Magistrate come down the road to shear the appeal, they walk into the prison entrance, then turn and leave. Every single one of them does it. Because of this, I can't appeal the Death Row inmates, and they're just sitting in my prison wasting space and resources.

This probably should've been posted in the General section of Prison Architect, but anyway.
Do you have gangs turned on? Gang members never do reform programs, so if your death row inmates are gang members then they won't go to their appeal.
Is there anyone interested or in the queue?
Is the path from the inmates cell to the parole room secure? Does it not go outside?
