national guard glitich?

I try do prison roit for my fun but when the national guard come they seem to very glitchy.they seem to stuck in a places,cant order them to where to go.they keep walking over the same places ignoring rooms that needed to be sreach.when they get separated they seem to glitich out by trying to get back together but seem to go back and forth over and over.
