R.U.S.E perhaps, Go, Frozen Synapse to some extend.
Multiwinia is slow in the sense that, if you play it without power-ups and such you have relatively few things to worry about, thus freeing up more time for the things you need to do. Also, they move rather slowly in case you didn't notice.
It's strategical in the sense that it's about unit placement achieving an overall goal, not just battles.

And, by your somewhat ill-versed definition of "slow-paced RTS", I would say World in Conflict would fit the description; you don't have to do a lot, and it's a fairly casual action-RTS. Also, it's fun

Gratuitous Space Battles is about unit composition/placement above all else (... it's only about that), and I think you'd like it - or at least find that it fits well with the idea of slowpaced-ness you have in mind.
