I read entry 99, and it states that "Any data file of crucial importance will be padded to 1.45Mb in size." I don't understand why this would be neccesary. Is this to keep the file on a floppy disk?

I believe it's because 1.45mb is just over the size limit for an old floppy disk. By padding the file the hero can't just copy it and walk away.
Edit: Yep, the 3½-inch HD floppy disk had a formatted size limit of 1.44mb.
