Hmm, does that have anything to do with PHP(/GD), as an arrow is created by simply drawing three lines. I can't really see how the calculation of the start and end coordinates -- which doesn't strike me as extremely difficult to devise an algorithm for, but I could be wrong -- of those lines would be any different in another language.

After spending some time nitpicking over the question (well yes one of the advantages of a one party state is that there is less delays than the democratic process, still doesn't mean I think it's good these decisions are made without delays, and ultimately I know what they intended to mean with the question).
