The guy wasn't really trying to hit or injure Bush. This was basically the Middle Easter equivalent of mooning him. It is designed to be a rude gesture or insult, not an assault.

If Bush didn't move, the first shoe would have hit him in the face. That would have at least hurt his big nose :P
But yes, showing the bottom's of your shoe to any Middle Easterner is much like flipping him off (or worse)

I liked the dumb founded grin Bush had on his face when the first shoe flew over his head.

I laughed when I saw that he still appeared to be talking as he dodged the shoes..
