I've always assumed the MobyGames entry was correct. Specifically, in the Uplink bonus disk Chris talked about how he had a industry placement through Uni at a UK independent developer (which Climax Studios happens to be) programming for a franchise title (Theme Park Inc being the third in its series), and worked on Uplink at night to get it out of his system (which, given the relative release dates of the two games, seems credible).

huh?
well there is a survey after and you can win a monitor, but only if you're American - so I can either put down someone else's address and let them keep it, or I can put down someone else's address and then pay them to post my monitor to me (if I win, obviously)

And why would an American who is interested in entering need you to do it for them? How does you entering rather than them increase their chances of winning? Rather than be a bell end just ask what you really meant, "Will an American please enter and give me the prize if you win?"

Well, that was a rather interesting interview, I must say.
Of course, Chris was the one who did the best job - and the least advertising, too
I didn't get an answer for my question, though.
"What implications does procedural generation have for the difference of multiplayer gameplay between high-end and low-end systems?"

Pity the quality was so low, but nevermind that - I think Chris's part of the webinar gave me some valuable inspiration, and some of the new bleeding edge stuff from HP was - well, quite more powerful than I'd expected, to say the least.
Overall a good webinar, though I must admit I was mostly there to hear what Chris had to say
