College here is generally applied to further education for 16-18 - though they're generally accessible to people of all ages who want to take a college course. These might deal out a range of qualifications other than A levels, up to "foundation degrees".
I think a University will be a place which can issue degrees. Some Universities have constituant colleges (Oxford and Cambridge and a few others) but they're just ways of organising the University itself.

well there are really two types of college :?

The one type is what you're referring to - basically university departments.

The other type is education after high school for 16-18 year olds, for AS and A levels.
