Sure, but if you give a man a fish, he eats for a day while you go hungry. Teach a man to fish and then threaten him and his entire extended family with extreme violence, and not only does he give you all the fish he catches but you can sell the surplus fish and hire additional help to extort other local fishermen into also giving you their fish.
