...and the answer is nope...
Not the first game I've played without using my silos and still being able to win, but this happened just before the tournament game (in which I placed forth), so I thought I'd share it with you...

Did you and Feud break alliance at any stage in the game?

Ace, I think you made a mistake in your statement.
You didnt need silos NUKES to win, not silos themselves. I am sure your AA fire took out many of those incoming gifts your enemies wanted to present you... Esp. when you had lost just under 25% of pop total...
Good show nonetheless. I did exactly the same on few occasion on my own, but in every case my AA fire was VERY importand...
PS. In few occasions I really forgot to place some stuff, BSes mainly (I know, I should call em BB..), not silos thou. And I wont even try, no matter what rookies will be my enemies

Well, I thought that was obvious but nonetheless, fixed.
Hmm, I think I'll try a game with no silos (not telling the other guy), and see how well I can do without them...
