Here is what bert told me when I asked this question:

bert_the_turtle wrote:Assuming you're using Windows:
1. Download and install DedCon
2. Download the recording
3. Double click on the recording
4. Connect your Defcon client to the server named "Playback...", best in the LAN filter so you don't accidentally connect to some other playback.

For Linux and Mac, step 3 is a little more complicated, you have to enter "dedcon -l <name of recording>" at a console there.

For me at least, step 3 actually has two parts:
(a) Double-click on the recording to unzip it
(b) Double-click on the unzipped saved game file
3(b) will launch a new DOS-like terminal window. Keep this window open, and then open your Defcon client and join game titled "Playback."

What Tobias told you is how to watch a recording.
Download one from here

I guess you are asking for your tourney?

Play with it until you understand what it does.

To host a game simple start dedcon by doubleclicking.
To start a game with different options you have to edit a config file. Dedcon comes with several premade ones. The ConfigFile.sample explains all available options.
Options I suggest to start playing with:
MinTeams
MaxTeams
GameMode
Record

Dont know exactly how to start dedcon with a configfile, maybe drag and drop works, or there are start menu entries. Try to figure it by yourself. If you cant figure it, just ask again.
