(MOR) is a spectator, and he has the 'launch fighter' pointer up. That's it.

MOR is a spectator, but is launching a fighter, or, at least, that is what would seem to be happening. That shouldn't be possible. I would guess that team-switching was turned on, or something. Otherwise, it is a bug, and MOR should try to figure out how to reproduce it, so that it can be fixed.

Simple, when I reached the server I clicked on the air bases but not purposely 
Edit: Team witching disabled, check DedCon Test Totally Random options.

Definitely not team switching enabled in the first shot. What have you been doing before you entered the server? There are a couple of problems in the client where variables are not cleared properly between games. The server would have filtered out any commands you would have given, that much is sure.
The second picture may be a variant of this bug, which again looks like a not properly cleared variable.
