Hm, timeinfo is pretty much messed up if I am not wrong.
Time difference NY/London is 5 hours, not 3 and currently there is DayLight saving :EDT not EST.
Assuming NY time is the relevant one:
1pm/13 NY(EDT)
6pm/18 LONDON(BST(GMT+1))
7pm/19 BERLIN(MESZ/CEST/CEDT)
17 UTC/GMT
