It has definitely got worse.

I've just tried that solution, and it didn't seem to do much for me, although it was only one game against 6 cpus (with orgazmo settings). The cpus may have triggered the fleet-slowdown thing themselves (and I wouldn't know about it). I'll have to test it out in a proper game against real people later tonight and see if the 'fix' works any better. This was not exactly a good testing ground I fear.
