Odd CPU Behavior... What the crap is up with this?

that is weird but nothing like that has happened to me before. I have been mass nuked by the cpu but it aimed for different targets. Maybe it was hoping you would surrender?

I've had the same thing, also with Bejing
It's kinda weird to see, you're "panicking" because of all the nukes,
and then you see, there all going for the same city
