Synclog
So what do all the files labeled as "synclog (a date and other numbers/letters)" do? Are they neccesary for the game to run or can they be deleted safely?

Those are the logs the game creates when you create a server.
When a spectator or a dropped player joins a game in progress it downloads that file from you and "plays it out" to "catch up" (hence the Receiving part of joining)
Receiving is actually receiving logs its not just some pretty language
Anyways you can delete them if as long as its not about a game in progress.

synclogs are created while a game is in progress, and are usually deleted when you finished you game, however if you leave a game before it's finished, they do not get deleted.
They are quite useful as if you disconnect during the game, either my chose or of connection problems, you can still join again and play, (the cpu takes over while you are gone)
synclogs could be a way of viewing replays of games as well
