That '98 game? Oh, now I know! How couldn't I! There was only one single game released in 1998, and when you say "98 game", how couldn't we know what you mean?!?

No, unfortunately Sanitarium was an adventure game in which you delve into some guy's mind. Not much nuclear war there.

EDIT: Or do you mean that other game? But Ocarina of Time is set in a fantasy kingdom!

No, Defcon is not based on any previous game of the same name. It does, however, deal with Global Thermonuclear War. DefCon is of course "Defense Condition" (I use as 's' in defence grudgingly, but it is an American term) and thus it is a concept associated with games on that topic.
