Which don't matter as the time is 18:00 GMT (or for all intents, UTC). You just have to know your UTC offeset to know what time that is for you. (f.e. PST is UTC-8, so it'll be 10:00 for them, while for my mates in New Zealand who are UTC+12, it'll be 06:00 the next day for them)

Daylight savings affect launch?

As you all have noted, the clock on the website appears to be an hour off. As a member of the -8 timezone, I have daylight savings, so would that mean I am -7? Meaning instead of getting the game at 10 am, I get it at 11?
I sure hope not. But that might be a reason for the weird clock. Anyway, can't wait to start nukein'!

The clock is not off and yes, you are correct, GMT-8 + DST = GMT-7.

The worldclock is correct for us that doesn't have summertime. And I checked...it's not off for the ones that have summertime either.

I'm bold, but I never knew I was italic as well. I ponder why xander wants to remove my apprent italic.
