The Beta is not public. Not just anyone can download a Beta version. If you wanted to Beta test, you should have signed up in March for the Alpha. Assuming that you were useful in the Alpha, you may have been invited to test the Beta versions. As the game is going to be out in 10 days, I would suggest that you just wait, and buy the final version.
