It all relies on how your prison runs. Is it dangerous there? Do a lot of prisoners have critical needs? Are they well fed? If you run a concentration camp they won't want to take any classes. It has nothing to do with the lines. It was working fine and I noticed one of the death row guys was complaining about clothes so I went to investigate. If I manually click a line to death row it erases the laundry to the other areas, if I right click it brings the laundry back to the others but not...

Janitors only clean when the game runs that thread. If you look at the materials window you can see which blocks are up for cleaning.
The Janitors don't clean continuously.
Would you keep cleaning your house after it's already clean?

The only issue I see with that is prisoners change cells constantly. They would need to have permanent cell assignments for the duration of their stay or life in the prison.

I think safety is a bit broken. But I'm pretty sure it's fueled by having too many prisoners with critical needs.

A bench, toilet and plenty of beds, they will be happy.
Make sure they have enough programs and jobs to keep them busy too!

Do you have enough beds in the holding cells? They should move by themselves.
