The roof is actually incoorporated in the foundations, so while it is called foundations, it actually means roof.
I prefer solution B: you just pay extra for all the walls on the edge squares of the foundation.

I agree prisoners should have a faster speed on normal. I don't see a problem with them being very fast in fast forward mode. The difficulty will be to keep the speed of staff and prisoners manageable on the normal speed. If prisoners or staff are moving too quickly that you can't click on them, or ...

I really don't understand prisoners can riot when they didn't get enough sleep. IMO they should be very sleepy => less chance for a riot.

I think a penatly for having a prisoner starve to death is a better solution. Removing the possibility to keep doors shut permanently would cause problems for people that have designed their prison that way (f.e. a permanent shut door that should only be used in case of emergency)

Prisoners can get contraband in different ways. It can be thrown over the fence, it can be smuggled via family in visitation, it can be in sheet metal brought to the workshop...

Isn't that realistic? Normally the dog would be held back by the handler only. When the handler is dead, the dog doesn't stop attacking the prisoner. So it seems logical to me. (The dog should ofcourse not attack other prisoners, only the one he was attacking already before the handler died)
