The only related problem I can think of, which has existed since I started playing at least, is that buildings won't finish if they're currently building while re-loading the savefile.

Security room doesnt have a purpose because nothing requires it. You can have it, but it does absolutely nothing. I think it just has a higher priority to attract roaming guards (like holding cell f ex).
CC Monitors can be placed wherever you want at the moment.

Ye I found this a bit annoying. My current design has no intersecting walls partly for this reason. offtopic, your lack of symmetry would kill my semi OCD... the toilet/beds layout varies, half the cells have lights and half dont, but not in any logical ordering. and the showerheads aren't symmetric...

canteen, kitchen, cells, holding cells, laundry, cleaning closet, visitation room are all the rooms that need to be indoor (off the top of my head, might have forgotten one). For those you need to make foundation, let it finish, then assign the roomtype later.

Well you can do that now by just having a shower area per cell block, and set sec-level of the cellblocks.
