I didn't have to change anybody's classification. Just fixed your canteens and kitchens. 40 prisoners eating with only 24 seats? Not enough cookers either. A few phones took care of their skyrocketing family needs. It was a messy fix, but I wouldn't have designed those rooms that small to begin with...

If you want a shower room, just close it off with doors. I use the all-inclusive room now. The extra toilet is because every prisoner will crap all over the shower during their morning regimen if it isn't in there. Prisoners won't dig from a toilet in the shower either. I believe this has been discussed many times before, but you will most likely encounter bugged delivery systems if you have multiple rooms. Easiest workaround is to hire 10 more guards than you need. If you need 50 guards, hire 60, and 50 will get their taser training. Then fire the 10 you don't need. I find this works every time.

I always summon a confidential informant with 100% coverage at 7:58. This way, you can see their reputations when they're still on the buses. Snitches and ex-cops go directly to protective custody. Those who are volatile or instigators go directly to my execution cells.

In my opinion, your hallways should be 2 or even 3 blocks wide. That will cut down on the congestion. With enough phones, you can completely eliminate the visitation room.
