So I've noticed that in the data there are the images for the ui and such, along with grants etc. While that's great I noticed that for planning and building foundation it's a graphic, but with a color overlay. It's happened to me a few times, really annoying. There's 2 things to note: First make sure you don't build against the border, sometimes they get stuck. Even building against another wall can be risky atm. Next, patience. I've found it works best, you can try cancelling the build then restarting it...

From what I've seen the previous posts are correct, pack it without compression in .rar format.
It looks for the archive like format. Also, if you're trying to mod something, as was said;
simply make the right sub-directories, the game will look for the files in folders first.
