Same issue here, I run on my laptop With an ati amd video card which is up to date. Moving the screen also seems to resolve the problem. It look like they are texture connection missing.

Same issue, it same that the game consider that pausing the action mean also pausing loading texture.

Yeah both issue here ( maybe it s not a bug at the very moment but it is not useful ). Plus when i decide to deconstruct a building zone i can t keep the wall and add a flood. The remaining floor is considered as outdoor and so i cannot put floor on it to reorganize the room.
