100 MT? Whoa, didn't know we lived in 2050! Highest yield ever produced was 50 MT, and even then it wasn't practically deployable. I think they should be allowed to see radar. They should also be able to send private messages to a player or even another spectator without compromising one's strategy. I don't think a city would be ground burst. Cities are typically pretty big, especially when you factor in suburbs and other little towns and communites that make the city up.
