Yeah. Shower heads and toilets can also be used without water, and I'd wager that cookers can work just fine too. I know cooks will store food in fridges that don't have any power.

I don't exploit bugs like that though, and power is cheap anyway.

It actually does say that the cost is "per meal" (that would be the $4 number, not the $400), but then multiplies that by your number of prisoners and meals for a per-day figure.

Do you use mosaic flooring often? I really like the way it looks. It makes the canteen so classy if you don't opt for the clinical motif there.
