Yes. The messages you can display are hardcoded on the client, custom messages are not supported. I picked that one for bans because it was the closest match.

Dunno about URI issues (probably the server does not like the way the forums check things?), but it is waaaaaay to big for an avatar anyway. It will look crappy scaled down (or, worse, not scale down at all for some), so you should scale it down first and re-host it yourself.
