Yes it makes staff recruitment much slower, but why is that a bad thing? It encourages better strategic planning from the player.

Actually at the penitentiary here in my town, there's a graveyard that both staff and inmates believe is haunted. Done right I think it fits PA's grim atmosphere. It also doesn't have to be a frequent occurrence. Regardless of what they believe, ghosts aren't real. If ghosts go into the game I want...

Yeah that's pretty much what I mean by paid for DLC. If a game is successful enough that the developers can reinvest the money made in to creating a sizeable expansion, then great, I'll buy that.
