Yes the clerks can be removed by the Judge Executive or the governor (I believe). But it is for now unlawful to remove them because of their religious beliefs. Seems to me the Clerk wouldn't be removed due to his/her religious belief, but rather because the Governor felt the law wasn't being faithf...
